Do not use "RocketDock for Windows 10 64 bit" download portals from CNET or Softonic. Instead:

RocketDock is a 32-bit application. However, Windows 10 64-bit has a compatibility layer called WOW64 (Windows-32-on-Windows-64) that allows 32-bit code to run natively. You do not need a special "64-bit version" of RocketDock because one was never officially released. The standard installer works perfectly on 64-bit systems.

Because RocketDock is 32‑bit, it installs to C:\Program Files (x86)\RocketDock by default.

This is a known 64-bit shell extension conflict. Run RocketDock in Windows 7 compatibility mode. If that fails, disable "Show icon overlay" in Dock Settings → Advanced.
