In technical terms, "Base System Device" is a generic label that Windows assigns to a piece of hardware when it cannot identify the device or locate a specific driver for it. Windows knows something is plugged into your motherboard, but it doesn't know if it's a printer, a scanner, a card reader, or a chipset component.
